Panda Ethanol proposes fourth 100 MMgy ethanol plant

Panda Ethanol Inc. announced plans for another 100 MMgy, biomass-powered ethanol plant in the Texas panhandle. The $220 million proposed plant will be sited on 1,200 acres near Stratford, Texas. Stratford is 125 miles north of Panda Hereford Ethanol LP, which is currently under construction, and 115 miles southwest of Panda's proposed plant in Haskell County, Kansas. The company's Yuma, Colo., project received an air permit in September. It is Panda's only plant to be powered by natural gas.
