New Energy Blue to construct cellulosic biorefinery in Iowa New Energy Blue on July 20 announced plans to construct a cellulosic ethanol biorefinery that utilizes Inbicon technology on a 155-acre site near Mason City, Iowa. Pat Toomey, R-Pa., Dianne Feinstein, D-Calif., Susan Collins, R-Maine, and Bob Menendez, D-N.J., on July 20 introduced legislation that aims to make corn ethanol ineligible to meet the requirements of the Renewable Fuel Standard.
