A notice published in the Federal Register by the Regulatory Information Service Center includes a projected timeline for the U.S. EPA&rsquo;s rulemaking for the 2017 renewable fuel standard (RFS) volume obligations.
In mid-December, the RISC published its introduction to the regulatory plan and the unified agenda of federal regulatory and deregulatory actions in the Federal Register. According to the notice, the regulatory plan serves as a defining statement of the administration&rsquo;s regulatory and deregulatory policies and priorities.
Regarding RFS rulemaking, the notice indicates the administration intends to issue a notice of proposed rulemaking by June 2016, with a final issued by December 2016. In addition to setting 2017 renewable volume obligations (RVOs) for renewable fuel, advanced biofuels and cellulosic biofuels, the rulemaking is also expected to establish the 2018 RVO for biomass-based diesel.
Information published by the EPA in its <a href="http://yosemite.epa.gov/opei/RuleGate.nsf/byRIN/2060-AS72" target="_blank">regulatory development and retrospective review tracker</a> shows the agency initiated the rulemaking process for the 2017 RFS rule in August.
The EPA recently finalized 2014, 2015 and 2016 RFS RVOs, along with the 2017 RVO for biomass-based diesel. The final rule was <a href="https://www.federalregister.gov/articles/2015/12/14/2015-30893/renewable-fuel-standard-program-standards-for-2014-2015-and-2016-and-biomass-based-diesel-volume-for" target="_blank">published in the Federal Register</a> on Dec. 14.
